Nissan was a lawyer. He devoted most of his time to Zionist activities. He was one of the founders of the student unions \u201cIvriya\u201d and \u201cMaccabea\u201d and later of various aid organizations for refugees who arrived in Hungary. In 1941 he engaged in helping deportees from Kamenec Podolsk who did not have Hungarian citizenship. After the Germans invaded Hungary in March 1944, Nissan was a member of the Jewish Council in Budapest. He was in favour of rescue operations in the country towns with the help of the Zionist youth movements. Nissan was a delegate for his movement in Zionist congresses. He left Hungary on the train of the Relief and Rescue Committee and arrived in Eretz Israel (Palestine) in 1945.
