In 1938 Stephen received his doctorate in law. From 1941 he was active in giving assistance especially to refugees from Poland. From 1942 he was the representative of \u201cHatzionim Haclali\u2019im\u201d at the Relief and Rescue Committee. After 19.3.1944, he became the leader of \u201cHanoar Hatzioni\u201d. Stephen was among the organizers of the tiyul and, as a result, was arrested, incarcerated in the prison on F\u00f8 Street and later in the Kistarcsa detention camp. He was liberated thanks to Ott\u00f3 Komoly, the president of the Hugarian Zionist Association. After the Arrow Cross Party rose to power on 15.10.1944 Stephen was active in the branches of the Swiss consulate on Wekerle and Vad\u00e1sz Streets. After the liberation he was the manager of the information center on the persecution of Jews in Hungary on behalf of the World Jewish Congress. Stephen arrived in London and worked with Dr. Nahum Goldman.
